CROIA — from the heart.
Two decades of enterprise-grade IT strategy, procurement expertise, and board-level insight — brought to the clients who need it most and have never had access to it before.
To deliver enterprise-grade IT strategy and procurement expertise to the small and mid-size companies who need it most — with the personal investment and genuine care that larger firms simply cannot replicate.
"From the heart." The initials of Cox ROI Advisory — C, R, O, I, A — spell CROIA: the Irish word for doing something with genuine care and personal investment. We chose to lean into it fully, because it captures how we work.
CROIA was founded by Matthew Cox, a 20+ year enterprise technology executive who has spent his career at the intersection of complex IT procurement, government contracting, and C-suite advisory. He has closed a $200M statewide government storage contract, built a $70M services team to 203% of quota, and secured a $66M statewide peripherals contract — bringing Fortune 500-level discipline to every engagement.
What drives CROIA is a simple observation: the companies that need the best advice are often the ones getting the least of it. Small and mid-size organizations are passed over by enterprise advisory firms because the revenue doesn't justify the attention. CROIA was built to challenge that directly.
We hold active COSTARS contracts across five procurement categories and are the authorized HP warranty service provider for Pennsylvania. We bring that infrastructure — and two decades of earned relationships — to every client engagement, regardless of size.
Small and mid-size companies are routinely assigned the least experienced advisors because the revenue opportunity doesn't justify the senior attention.
A mid-size manufacturer making a $2M infrastructure decision without a seasoned advisor is more exposed than any Fortune 500 client with a full IT governance team.
We price for their reality, show up with the attention their decisions deserve, and measure success the same way they do — by whether the outcome was worth it.
